Lambeth Council Enters Hotel Business with Bold Move

A decade ago, if you’d told a Lambeth resident that the council would one day be in the hotel business, they’d have laughed you out of the room. But here we are. Lambeth Council has just inked a deal with Whitbread, the company behind Premier Inn, to transform Phoenix House. This was once home to council staff and it’s being turned into a 100-room hotel. On the surface, it’s a real estate play. But dig a little deeper, and it’s a masterclass in modern urban strategy by monetising public assets without selling them off.

This type of hotel opening is a sign of the times. Councils across the UK are being squeezed by budget cuts, forcing them to think like businesses. The question isn’t just “How do we serve the public?” But also “How do we keep the lights on?” Lambeth is betting on a model where it retains ownership of key properties while leasing them to private players for steady income. If it works, it could redefine how councils nationwide fund essential services without raising taxes or cutting budgets.

The stats and trends show that local government finances are in crisis. According to the Local Government Association, Councils in England face a £4 billion funding gap by 2026. Repurposing office space is on the rise because hybrid work is reducing the need for office buildings. Cities are increasingly turning them into housing, hotels, and mixed-use developments.

Vauxhall is designated as one of London’s Night Time Enterprise Zones. This means that hospitality investments are ramping up to take account of tourism and nightlife footfall. However, government bodies are under pressure to generate revenue without losing public trust. Selling off property sparks backlash, just look at the outrage over public land being turned into luxury flats. Leasing, however, lets councils tap into commercial revenue streams while keeping long-term control.

Jonathan Langdon, Senior Acquisition Manager for Whitbread, calls this deal “a natural fit” given the company’s track record of repurposing office buildings into hotels. And David Amos, Lambeth Council’s Cabinet Member for Finance, emphasises the win-win nature of the agreement, stating it “generates vital revenue while supporting the borough’s economic development.”

If this deal delivers, expect more councils to follow suit. Lambeth’s move could signal a shift where local governments become more like landlords. They’ll use their property portfolios to generate income while retaining ownership. It’s public-private partnership 2.0. Councils keep the assets, businesses drive the revenue, and ideally, residents benefit.

However, the big question is, will this be seen as a smart reinvention of public assets or the start of councils playing real estate mogul? Either way, Lambeth is making a bold move in a landscape where councils need to get creative, or risk falling behind.
