Fulham’s Adult Care Safety Net - Love Beyond Romance

For ‘Daphne’ a former housekeeper at the House of Lords, fixing problems from cleaning up messes to sorting out faulty lamps, was second nature. But when arthritis forced her into early retirement, she found herself trapped unable to afford the care she needed. That is, until Hammersmith and Fulham Council stepped in with a lifeline of free personal care. Now, daily visits from carers have transformed her life. So much so she is regaining her independence.
Hammersmith and Fulham is the only council in England offering free home care to anyone who needs it. Introduced a decade ago, this policy has not only improved lives like Daphne’s' but also eased pressure on the NHS. Patients are discharged from hospitals faster because doctors know they’ll have support at home. The borough’s success is hard to ignore because 95.7% of older residents remain at home 91 days after hospital discharge. This is far above the national average of 85%.
Over the past decade, Hammersmith and Fulham has halved its number of residents in care homes while significantly expanding home care services. Currently, 7.5 people per 1,000 receive home care in the borough, this is nearly double the London average. Yet, despite these successes, no other council has adopted this model due to budget constraints and fears of rising costs.
As England faces an ageing population and a growing social care crisis, Hammersmith and Fulham’s policy offers a beacon of hope. Researchers at Aston University are now studying its long-term health impacts, with findings expected to inform broader reform efforts led by Baroness Casey’s independent commission on adult social care.
For ‘Daphne’ and thousands like her, free home care isn’t just a service, it’s a lifeline that restores dignity and independence. As councils across England grapple with how to fund social care, Hammersmith and Fulham’s bold experiment raises an urgent question, can we afford not to invest in solutions that work?

Handel and Hendrix – Two Musical Icons, One Address

In the heart of Mayfair, just a stone’s throw from the bustle of Oxford Street, lies one of London’s most intriguing cultural gems, the Handel and Hendrix House. Born and raised in East London, Emmanuel’s journey into science stardom began during the pandemic when he started making videos to help students struggling with online learning. Armed with a master’s degree in biomedical science and a passion for breaking down barriers, he quickly gained viral fame by using humour, cultural references, and everyday language to make complex scientific concepts accessible to younger audiences.
